ADVISORY COUNCIL ON EQUINE PROHIBITED SUBSTANCES AND PRACTICES
 

Introduction
 
On October 1988, the International Conference decided to set up an Advisory Council of Racing Analysts and Veterinarians entrusted with the technical aspects of threshold setting when the need arise.

The composition of the Advisory Council was agreed as follows :

Composition
 

- Two members nominated by the International Group of Specialist Racing Veterinarians (IGSRV),
- Two members nominated by the Association of Official Racing Chemists (AORC).

The members are appointed by the Executive Council of the IFHA.

The Council was renamed :

- from 1991 to 1994 : Advisory Council on Veterinary and Doping Problems
- from 1995 to 2002 : Advisory Council on Doping Control
- from 2003 to 2008 : Advisory Council on Prohibited Substances.
- from 2009 to 2011 : Advisory Council on Prohibited Substances and Practices.
- from 2012 onwards : Advisory Council on Equine Prohibited Substances and Practices.

In October 2013, the IFHA Executive Council members confirmed the terms of reference and agreed on the new composition of the Advisory Council as follows :

TERMS OF REFERENCE (updated and approved by the IFHA Executive Council, 8 October 2019)

The Advisory Council on Equine Prohibited Substances and Practices is comprised of experts, including regulatory veterinarians, racing chemists, and specialist racing administrators.  The Advisory Council’s Terms of Reference are as follows
 

  • To advise on the parts of the International Agreement governing doping control,
     
  • To provide recommendations on standards of testing and research,
     
  • To collaborate with the Federation’s International Harmonisation of Racing Rules Committee to identify and promote ways of achieving international harmonisation of regulations relating to equine prohibited substances and practices,
     
  • To collaborate with the Federation’s Horse Welfare Committee to advise on matters of welfare concern,
     
  • To provide other veterinary and scientific advice for improving the integrity of racing,
     
  • To stimulate and coordinate relevant research and development in the laboratories of member countries of the Federation,
     
  • To attend to any requests from the Federation,
     
  • To advise racing authorities of member countries as requested by the Federation, and
     
  • To generally liaise with the Federation's Executive Council in relation to regulatory matters concerning equine prohibited substances and practices.
